Your new role

The IT Commercial division are responsible for all technology related procurement across Highways England accountable for the business spend of approx. £400m per annum. The division is embarking on a transformational journey from a traditional procurement team into fully fledged end to end category management, this transformation will include building up capacity and capability to manage each of the categories and their suppliers and contracts in a much more proactive manner. This is an exciting time to join the division at the beginning of their journey!

As a Category Management Lead, you will contribute to the achievement of Category Management by developing/shaping strategic sourcing strategies to meet the short and long term needs of the business. You will be accountable for one assigned Information and Technology category area, ensuring the implementation of the strategy through planning and management of new arrangements and management of existing ones. The role will see you working closely with internal and external stakeholders to maximise customer value for money, identifying opportunities for innovation and capturing changes in the marketplace to meet the strategic objectives for your category.

The role would suit a proven Procurement / Category Manager with a demonstrable record of developing and delivering Commercial and Procurement services in a complex organisation. The successful candidate will be accountable for the negotiation and commercial management of large multi-million pound contracts so a proven track record of leading negotiations and providing practical advice and strategic direction to peers is essential. Line management responsibilities are anticipated dependent on the assigned category.

We have a number of roles available across various categories:

• Category Management Lead for Operational Roadside Technology– the assets that enable the business to observe and manage the Strategic Road Network, and communicate with our road users
• Category Management Lead for Operational Systems– the systems that allow us to manage and renew the strategic road network
• Category Management Lead for Enterprise Systems – the workplace systems and software that we need to do our job
• Category Management Lead for Infrastructure – the assets that allow the business to operate, including communications, user devices and internet access
• Category Management Lead for Programmes – providing strategic commercial direction for our most complex IT programmes from inception to “steady state”

What you’ll be doing

• Contribute to the management, identification, securing and leading of people from a range of disciplines to enable effective delivery of IT Commercial support to IT Commercial Procurement.
• Contribute to the development, review, negotiation, execution of contracts and the commercial management of related suppliers.
• Contribute towards supplier cost savings targets, and initiatives delivered that increase efficiency whilst maintaining performance and risk management.
• Deal with complex contract and procurement documents and be able to provide guidance to others on their meaning and use.
• Deliver expert advice and guidance on procurement and commercial ensuring the enactment of sound governance and practice, acting as the conduit for the passage of knowledge and best practice.
• Ensure the creation of positive supplier relationships, encouraging innovation, creation of “value add” solutions, and a strong customer service ethic.
• Monitor, implement and report on compliance with contractual processes and project performance elevating issues where appropriate. Contributing to the building of a culture of continuous improvement.

To be successful

• You will have a proven track record of developing/leading commercial and procurement services in an Information and Technology environment
• You will have strong negotiation skills with an understanding of cost, contracts, and supply agreements, with a proven track record of delivering significant benefits through the implementation of strategic sourcing strategies at a category and supplier level
• You will have a proven track record of successfully developing strong stakeholder management at all levels and across different business areas to implement and embed new ways of working, and gain buy-in using appropriate communication channels
•  You will have the ability to work quickly across multiple projects / initiatives simultaneously and autonomously
• You should hold Chartered Institute of Purchasing and Supply (CIPS) Diploma in Procurement and Supply qualification (or equivalent experience)
• Experience of the public sector procurement process and legislation (desirable).
